The LiveCitizen Scholarship Competition (the “Competition”) invites students to write a persuasive essay and post a video of their argument in support of their position on a topic of their choosing.
In order to enter the Competition, you must agree to these Official Rules. Because you will be bound by these Rules and these Rules will form a legally binding agreement with respect to this Competition, please read them carefully. You may not submit an entry to the Competition and you will not be eligible for the prizes described in these Rules unless you agree to these Rules. You agree that registration for this Competition and/or a submission of an entry in the Competition constitutes your agreement to these Rules.
(4) ELIGIBILITY REQUIREMENTS:
(a) Participants must be legal residents of the fifty (50) United States and the District of Columbia (excluding overseas military installations, Puerto Rico and other U.S. territories) who are sixteen (16) years of age or older at the time of application and who are currently enrolled (or enroll no later than the fall of 2011) in an accredited post-secondary institution of higher learning (college, university or trade school). Participants under the age of majority in their jurisdiction of residence may enter, but will not be eligible to win any prizes unless they obtain a parent’s or legal guardian’s consent. Persons residing in any other jurisdictions may enter (unless this Competition or entry into this Competition is restricted or prohibited by applicable local law), but will not be eligible to win any prizes. Void where prohibited.
(b) Any individuals (including but not limited to employees, consultants, independent contractors, officers, directors, representatives, agents, and interns) who have, within six months prior to the start date of the Competition, performed services for AVC, or its affiliated companies, and the immediate family and household members of such individuals, are not eligible to enter or win, and may not participate in, the Competition. “Immediate family members” shall mean parents, step-parents, children, step-children, siblings, step-siblings, or spouses, regardless of where they live. “Household members” shall mean people who share the same residence at least three months a year, whether related or not.
(5) HOW TO ENTER:
(a) The Competition begins on May 3, 2011 at 4:01 p.m. Pacific Time (“PT”) and ends at 4:00 p.m. PT on June 7, 2011 (“Competition Period”). You will need to register with the LiveCitizen website by visiting www.livecitizen.com in order to enter the Competition. Registration to the LiveCitizen website is free. After you have registered with LiveCitizen, you may enter the Competition by doing the following: (1) log into your LiveCitizen account, (2) record a video of at least one minute and no more than two minutes in length in which you debate “who you think was the best President of the United States, and Why?” (3) upload your video to YouTube (located at www.youtube.com), (4) complete the Contest Entry Form by embedding the YouTube link for your video and providing all requested information, and (5) prepare and post an essay on the LiveCitizen website consisting of 200-300 words on your topic.
(b) There is no limit to how many times you may enter.
(c) Entries will be disqualified if the Participant violates these Official Rules or the LiveCitizen Terms of Service, as reasonably determined by AVC in its sole discretion.
(d) All Participants must enter the Competition in accordance with these Official Rules no later than 4:00 p.m. PT, June 7, 2011.
(e) All eligible Entries will be judged between 4:01 p.m. PT, June 21, 2011 and 4:00 p.m. PT on June 29, 2011 (“Judging Period”)
(f) Submissions of the Release and Consent of Parent or Guardian of Minor Child may be sent via U.S.

(6) HOW TO WIN
(a) First Round. The top five (5) Entries who accumulate the most points from the Member Vote will advance to the second round.
i. JUDGING CRITERIA. The video submission for all Entries will be judged collectively by LiveCitizen registered users (“Member Vote”) based on delivery, content, preparation and persuasiveness of the video submitted. The five (5) Entries with the most points based on the Member Vote will advance to the second round.
ii. MEMBER VOTE. The Member Vote is gathered online via the LiveCitizen website [www.livecitizen.com]. LiveCitizen registered users may vote for each Entry by clicking on the “vote” button (indicating that they like the Entry). Although it may appear that you can vote online for each Entry many times, the site will only register one vote per email address per Entry. The online vote closes at 4:00 p.m. PT, June 21, 2011.
iii. Advanced Video Communications will verify the votes after the online voting has closed. We will then have a leaderboard of all Entry’s Scores, with one Entry having the highest Score and descending in order of Score. The five (5) Entries receiving the highest score will advance to the second round. In the unlikely event of a tie, Advanced Video Communications staff will cast one final vote to break the tie based on the judging criteria. All decisions are final.
(b) Second Round. The participants who advance to the second round will be judged by AVC staff based on the following criteria: submitted video will be judged on delivery (20%), content (20%), persuasiveness (20%); and the essay will be judged on writing style (10%) and persuasiveness (10%). The first round votes will count as twenty percent (20%) of the Second Round score. The Entry with the highest score will be the winner.
(7) WINNER SELECTION
(a) This is a game of skill. The winner will be determined by the objective criteria set forth above, from all eligible entries received.
(b) Odds of winning depend on the number of eligible entries received and skill level of each entrant. In the event of a tie between two or more eligible entrants in any round, the winner will be selected by AVC staff based upon the criteria for judging the second round, above.
(c) The Winner will be determined on or about 12:00 p.m. PT, June 30, 2011. Winning entries must confirm residence and eligibility to receive prizes.
(d) Winners will be notified by e-mail within seven (7) days after the date the winners are determined. In the event that a Participant’s email address changes, it is the Participant’s responsibility to notify AVC of such change. In the event that any prize notification is undeliverable, AVC is unable to contact a Winner, or response to a prize notification is not received within seven (7) days of its issuance, the prize may be forfeited. Where a prize is forfeited, the Participant with the next highest score in accordance with the Judging Criteria will be chosen as an alternate winner. Winners will be required to sign and return tax forms if applicable.
(e) By accepting any prize, except where prohibited by law, the winner grants permission to AVC to use their name and/or likeness for publicity and promotional purposes without further compensation, and agrees to execute a written consent. Winners are responsible for all taxes and must sign all eligibility, release and tax forms.
(f) In the event of a dispute about the identity of any entrant, entries made online will be declared made by the authorized account holder of the e-mail address submitted at time of entry. “Authorized account holder” is defined as the natural person who is assigned to an e-mail address by an Internet access provider, online service provider or other organization that is responsible for assigning e-mail addresses for the domain associated with the submitted e-mail address. A potential winner may be required to provide AVC with proof of identity, and proof that the potential winner is the authorized account holder of the e-mail address associated with the winning entry.

PRIZES:
(a) There will be three (3) prizes. The Entry with the highest score at the end of the second round will be awarded a $2,500 scholarship. The second and third highest scores will be awarded a Kindle Wireless Reading Device.
(b) The total value of all prizes is $2,800. All prizes will be awarded. No substitution or transfer of prizes is permitted. The Scholarship Prize will be in the form of a check made payable to the accredited post-secondary institution of higher education attended by the Scholarship Prize Recipient (once the Scholarship Prize Recipient has enrolled in an accredited post-secondary institution of higher education and submitted proof of enrollment to AVC). Scholarship Prize Recipients must submit proof of enrollment on or before September 30, 2011. Scholarship Prizes may not be assigned, transferred, or changed, except at the sole discretion of AVC. No cash equivalent prizes will be awarded.
